Was born in Voronezh on the 27th of October, 1960
Higher education.
In 1983 graduated from Voronezh Polytechnic Institute, specialization – mechanical engineer;
In 1993 graduated from Academy of National Economy under Russian Federation Government, specialization – leader in market activities;
In 1999 graduated from Moscow State Social University, specialization – lawyer.
Launched his career in 1983 as an industrial engineer, then as a foreman and chief foreman at Kalinin’s Press-Forging Factory.
1986-1991 - Komsomol activity, the First Secretary of AULYCL (All-Union Leninist Young Communist League) District Committee.
1991-1993 - deputy chairman of the Soviet of People's Deputies of Leninsky District of Voronezh;
1993-1996 – chairman of Land Relations Committee of Leninsky District Administration.
1996-1999 – deputy chairman of Voronezh Municipal Council.
1999-2001 – head of Leninsky District Administration.
Since 2001 Sergey Koliukh is the chairman of Voronezh Municipal Duma.
On March 30, 2005 Sergey Koliukh was elected as the chairman of Voronezh Municipal Duma for the second convocation.
On March 2, 2008 was elected as the Head of Voronezh City Administration (Mayor of Voronezh), on March 11, 2008 assumed the office officially.
Married, has two children.
